Connecting and growing our communities

Built on community, not shareholders

QRS is owned by Wairoa District Council. That means our profits go back into the community — funding local jobs, sponsoring sports teams, and supporting Wairoa families. We're not a private contractor chasing margins. We're your neighbours, building the roads and bridges that keep this district connected.

We take on small and large civil construction projects in the public and private sector. We manage nearby Bluck's Pit quarry. We maintain 560km of unsealed roads across northern Hawke's Bay. And in 2024, we started manufacturing and installing Ecoreef — an eco-friendly concrete solution for coastal erosion.

Our partnerships with Lattey Group, Currie Construction, and H Blackbee Contractors give our customers access to specialised expertise and resources. We've delivered projects for Wairoa District Council, Gisborne District Council, Tatou Tatou, Higgins, NZTA, and Hawke's Bay Regional Council.

What we do

From roads to reefs

We are a full-service civil contracting company. On any given week, our crews might be grading unsealed roads in the Wairoa backcountry, pouring concrete for a bridge repair, managing traffic on a highway project, or setting Ecoreef blocks on an eroding coastline.

Our services span civil construction, road maintenance, traffic management, quarry operations, concrete batching, Ecoreef manufacturing and installation, and forestry roading. We work for councils, government agencies, and private clients across the region.

When a job calls for specialist gear or expertise beyond our own, our contractor partnerships mean we can still deliver — without the client having to manage multiple companies.
